After nearly 20 days of officially implementing the new regulations, the flow of import and export goods through the Huu Nghi - Huu Nghi Quan international border gate has remained stable.
According to the Lang Son Provincial Department of Industry and Trade, from August 1, 2024, vehicles transporting goods through the clearance routes and specialized roads at the Huu Nghi - Huu Nghi Quan international border gate pair will operate under international agreements, such as the Vietnam-China Road Transport Agreement, the Protocol for the Implementation of the Vietnam-China Road Transport Agreement, along with international practices and Vietnam’s domestic regulations.
The specialized roads at the Huu Nghi - Huu Nghi Quan international border gate pair include: the specialized goods transportation road in the 1119-1120 landmark area (Huu Nghi - Huu Nghi Quan), the specialized goods transportation road in the 1088/2-1089 landmark area (Tan Thanh - Po Chai), and the clearance route in the 1104-1105 landmark area (Coc Nam - Lung Nghiu).
According to the announcement, vehicles transporting goods for import or export must carry all valid documents as required, such as: transport permits; vehicle registration certificates; technical safety and environmental protection inspection certificates; license plates; consignment notes; customs declarations for goods; third-party liability insurance certificates; and other related documents applicable to vehicles entering or exiting the country at the border gates.
After nearly 20 days of implementing the new regulations, a representative from the Huu Nghi border gate Customs Branch (Lang Son Customs Department) stated that, as of now, the flow of import and export goods through the Huu Nghi - Huu Nghi Quan international border gate pair remains stable and smooth.
The total trade value of goods processed by the Lang Son Customs Branch has reached over $3 billion, an increase of 10.18% compared to the same period in 2023. The customs units at the border gates have also received and processed 101,501 customs declarations registered by businesses for import and export procedures.
However, there are still some minor issues, particularly at the specialized goods transportation road in the 1088/2-1089 landmark area (Tan Thanh - Po Chai). The Lang Son Provincial People’s Committee has announced that, from August 1, 2024, vehicles transporting goods for export to China are not allowed to carry imported goods back to Vietnam; vehicles from Vietnam that crossed into China before August 1, 2024, may bring back imported goods (if any) until August 15, 2024.
After this deadline, vehicles will no longer be allowed to carry imported goods back to Vietnam. However, some businesses have not fully grasped this information. The representative from Tan Thanh Customs Branch stated that the branch has quickly coordinated, disseminated, and assisted businesses in addressing any arising issues.
According to information from the Dong Dang - Lang Son Economic Zone Management Board, currently, an average of over 1,100 goods vehicles are cleared for import and export through the province’s border gates daily.
The latest summary data shows that on August 15, a total of 1,163 goods vehicles were cleared for import and export through the border gates. Among these, 280 vehicles were for exports, and 883 vehicles were for imports.
The Huu Nghi international border gate is the one with the highest number of goods vehicles cleared for import and export, with 727 vehicles. Among them, 191 were export vehicles, mainly carrying fruits, and 536 were import vehicles.
The specialized goods transportation road at Tan Thanh - Po Chai (1088/2 - 1089 landmark area) saw 338 vehicles cleared for import and export (including 71 export vehicles and 267 import vehicles). On August 15, 12 export vehicles were cleared through the Coc Nam - Lung Nghiu clearance route (1104-1105 landmark area).
At the Chi Ma border gate, 86 goods vehicles were cleared on August 15, 2024. Dong Dang Station completed clearance procedures for 21 export freight cars and 28 import freight cars.
Overall, Vietnam’s export value to the Chinese market has continued to grow positively, while fully complying with Vietnam-China international trade regulations.
