According to the Directorate for Roads of Vietnam, by mid-September 2021, there were nearly 15,500 vehicles with cameras installed, reaching 7.5% of total operating vehicles.
According to the provisions of Decree No. 10/2020 on business and transport business conditions by four wheels vehicles, these kinds of vehicles must have cameras equipped before July 1, 2021. However, due to the Covid-19 pandemic, Government Resolution No.66 allowed the postponement of the sanctioning period until the end of 2021 to handle business difficulties. Therefore, the Vietnam Registry Department issued a guideline that allowed camera-equipped inspection is not yet mandatory. If the vehicle had a camera, it would be inspected and recorded in the registration certificate.
Mr. Duong Trung Lam, Director of the 98-03D Registration Center, said that if till December 31 the vehicle had not yet equipped a camera, the registration units would refuse to inspect the car. Moreover, the competent forces will financially be fined these vehicles (1-2 million VND for drivers; 5-6 million VND for individuals, and 10-12 million VND for unities that did not equip cameras according to regulations) when joining the traffic.
In case the vehicle has a registration deadline from now until December 31, 2021, but has not yet equipped a camera, then add it before the next registration deadline and request it to be added to the registration certificate, the owner may have to pay charges like regular inspection", Mr. Lam said, adding that the camera-equipped while registration period will save the effort of going for an extra assessment.
However, how to deal with the case where the registered vehicle has a registration deadline after December 31, 2021, and the camera is equipped before the registration due date? Mr. Tran Anh Quan, Acting Head of Motor Vehicle Inspection Department, Vietnam Register, said that the cases of passenger cars, tractors, and container trucks have the registration deadline behind December 31, 2021, if cameras are installed before the registration deadline, it is possible to ask the registration center to confirm the equipment, so as not to have to re-inspect. When it comes to the nearest registration period, the above equipment will be requested to be inspected and added to the registration dossier and certificate.
